VOTING 10-5-2, the Senate blue ribbon committee denied the request of Lloyd Christopher Lao, former Procurement Service-Department of Budget and Management chief, to give him "clearance" so he can travel abroad.

The Senate blue ribbon panel on Thursday resumed the investigation on the alleged overpriced and outdated laptops for public school teachers for online learning.

Sen. Francis Tolentino, chairman of the Senate blue ribbon committee, issued the panel's decision with regard to Lao's request at the start of the hybrid hearing.

Lao said he needs the clearance so that the Bureau of Immigration will lift the lookout bulletin order issued in September 2021 when he was investigated by the Senate for his alleged involvement in the overpriced pandemic supply contracts with Pharmally Pharmaceutical Corporation.

Lao was again linked to the laptop scandal as some documents showed that he signed some of the purchase contracts.

"The committee has decided to deny the request of Usec (undersecretary) Lao by virtue of a vote of 10 senators for the denial, five senators granting the request, two senators not participating," Tolentino said.

"Let the committee secretary issue the necessary letter to former Usec Lloyd Lao as well as the appropriate government agencies," he added.

In his letter to Tolentino in August, Lao said, "The undersigned respectfully requests for a clearance or certification that he has no pending case, contempt charges, and/or warrant of arrest before the Blue Ribbon Committee."
